Rich Investor immigrants Using Quebec to Access Vancouver

After the federal government halted Canada’s Investor Immigrant Program, many wealthy would-be Canadians are still arriving in Vancouver after applying to a similar program in Quebec. Thousands of wealthy Chinese immigrants are said to enter Quebec under the scheme, but 90 per cent end up living elsewhere, with a large majority moving to Vancouver.
