P.E.I. Conducts Final Direct Permanent Residence Draw For Entrepreneur Streams

The final draw for the direct permanent residence streams of the Prince Edward Island Business Impact Category has taken place.

The September 20 draw saw eight invitations issued with a minimum points threshold of 152.

It marks the closure of the controversy-plagued 100% Ownership and Partial Ownership streams.


What Are The P.E.I. Business Impact Category Streams?

  1. 100% Owner Stream (PERMANENTLY CLOSED)
  2. Partial Ownership Stream (PERMANENTLY CLOSED)
  3. Work Permit Stream (OPEN)

Both are the subject of two federal government investigations alleging candidates exploited the program to achieve Canadian permanent residence.

The streams have allegedly been used by candidates with no intention of setting up a business in the province as a back door to legal status in Canada.

The closure means the Work Permit stream is the only one remaining under the Prince Edward Island Immigration Business Impact Category.

Under the Work Permit stream, candidates are required to enter P.E.I. on a temporary basis to establish their business.

Once the terms of an agreement have been met, only then are they invited to apply for permanent residence.

The September 20 P.E.I. draw also saw 116 candidates invited to apply through the province’s Labour Impact and Express Entry categories.

Prince Edward Island has now conducted seven immigration draws since the start of 2018.

The province has invited a total of 642 skilled worker candidates, and 133 under the Business Impact stream.

The lowest minimum points score so far for Business Impact candidates is 117.

How To Qualify For The P.E.I. Express Entry Stream

P.E.I.’s Express Entry category operates by considering candidates already in the Express Entry Pool for a provincial nomination.

Such a nomination adds 600 points to a candidate’s Comprehensive Ranking System (CRS) score and effectively guarantees an Invitation to Apply (ITA) for Canadian immigration.

To apply for a provincial nomination from P.E.I., candidates already in the Express Entry Pool should complete a simple form posted on the provincial government’s website. You can access it here.

There is no application fee and a candidate’s completion of the form is viewed as an expression of interest in immigrating to P.E.I.

Provincial officials say they will only contact candidates deemed worth pursuing.


What Are The Streams For The P.E.I. Labour Impact Category?

1) How Do I Apply For The P.E.I. Skilled Worker Stream?

This employer driven stream allows skilled workers with an employment offer in P.E.I. to be nominated for Canadian Permanent residence if they meet the following criteria:

  • A full time employment offer from a Prince Edward Island business in an occupation classified as skill level “0”, “A” or “B” of the National Occupational Classification (NOC);
  • Completion of a post-secondary education, with a minimum of 14 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full time work experience in the past 5 years;
  • Sufficient proficiency in English or French to occupy the employment offered;
  • Sufficient settlement funds;
  • Demonstrated intention to settle in Prince Edward Island.

2) How Do I Apply For The P.E.I. Critical Worker Stream?

This category is designed to resolve labour shortages and is open to foreign workers already in P.E.I. with employment in specific critical demand occupations. The primary criteria for nomination are:

  • A full time offer of employment from a Prince Edward Island business in one of the following occupations:
    • Truck driver;
    • Customer service representative;
    • Labourer;
    • Food & beverage server;
    • Housekeeping attendant.
  • 6 months of work experience with the Prince Edward Island business offering employment;
  • Current valid Canadian work permit;
  • High school diploma and minimum of 12 years of formal education;
  • Between 21 and 55 years of age;
  • At least 2 years of full-time work experience in the past 5 years;
  • Demonstrate basic proficiency in English or French language;
  • Sufficient settlement funds;
  • Demonstrated intention to settle in Prince Edward Island.
