Over Eight Million Immigrants Unable to Become US Citizens Due to Language Test

More than eight million green-card holders qualify for US citizenship but are unable to pass the US citizenship test because of their poor English skills. Congress is now set to debate a bill to allow the federal government to give grants to programs that help integrate immigrants and encourage civic participation. Supporters of the measures say it would also allow immigrants to get better jobs and contribute to the national tax base.
