In 2014, 3,669 immigrants were accepted.<\/p>\n<p style=\"text-align: justify;\">Projections suggest 2016 will also see more than 5,000 candidates awarded permanent residency, with 89 per cent of those coming from Asia.<\/p>\n<hr \/>\n<h3 style=\"text-align: justify;\">QIIP Requirements<\/h3>\n<ul style=\"text-align: justify;\">\n<li>Legally acquired personal net worth of $1.6 million.<\/li>\n<li>Two years of suitable management or business experience within the five years preceding the application.<\/li>\n<li>Make investment of $800,000 for a period of five years bearing no interest. Money invested is returned at the end of the period.<\/li>\n<li>Intend to settle in the province of Quebec.<\/li>\n<\/ul>\n<hr \/>\n<p style=\"text-align: justify;\">The QIIP is controversial in the rest of Canada because many of the immigrants who come in through the program <a href=\"http:\/\/www.immigration.ca\/en\/immigrationnewsarticles-menu\/226-canada-immigration-news-articles\/2016\/april\/2462-ottawa-under-fire-as-qiip-settle-in-bc-ontario.html\" target=\"_blank\" rel=\"nofollow noopener\">end up settling in Vancouver and Toronto<\/a>, despite declaring their intent to reside in Quebec as part of the application process.<\/p>\n<p style=\"text-align: justify;\">Experts suggest this is one of the reasons for the inflated housing markets in both major cities, particularly the West Coast giant.<\/p>\n<p style=\"text-align: justify;\">Critics say Quebec should not be benefitting financially from the program if the immigrants given permanent residency do not settle in the province.<\/p>\n<p style=\"text-align: justify;\">Quebec says it has attempted to slow the movement of immigrants out of the province, first by introducing the declaration to reside rule, and also by focusing on French-speaking applicants.<\/p>\n<p style=\"text-align: justify;\">Figures show the number of applications actually fell from 2,138 in 2013 to 1,278 in 2015, with the greater number of issued visas down to the clearing of backlogs.<\/p>\n<p style=\"text-align: justify;\">Federal Immigration Minister John McCallum says he has <a href=\"http:\/\/www.immigration.ca\/en\/immigrationnewsarticles-menu\/228-canada-immigration-news-articles\/2016\/jun\/2611-federal-government-no-plans-challenge-quebec-investor-immigrants.html\" target=\"_blank\" rel=\"nofollow noopener\">no intention of challenging Quebec<\/a> over the issue of immigrants settling elsewhere, mainly because permanent residents get free movement in Canada as part of the constitution.<\/p>\n<p style=\"text-align: justify;\">Quebec\u2019s right to handle its own immigration programs stems from a 1991 agreement.<\/p>\n<p style=\"text-align: justify;\">Opponents of the investor scheme believe the government should insist on newcomers living in Quebec for at least two years.<\/p>\n<p style=\"text-align: justify;\">One suggested way of making sure this happens is to tie the return of the investment dollars to where the candidate chooses to live.<\/p>\n<p style=\"text-align: justify;\">The Quebec program is effectively the only passive investor scheme available to high net worth individual wanting to move here.<\/p>\n<p style=\"text-align: justify;\">The Federal immigrant investor program was closed in 2014 by the previous Conservative government despite admitting 9,200 candidates a year between 2008 and 2010.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, the number of candidates accepted under the Quebec scheme has risen from 1,000 in 2008 to more than 5,000 in 2015.<\/p>\n<p style=\"text-align: justify;\">QIIP is currently <a href=\"http:\/\/www.immigration.ca\/en\/2016\/227-canada-immigration-news-articles\/2016\/may\/2562-quebec-opens-2016-investor-program.html\" target=\"_blank\" rel=\"nofollow noopener\">open to applications<\/a>, with 1,900 spaces available until the end of February 2017.
